What is BIS Scheme X Certification?

BIS Scheme X is a conformity assessment framework introduced by BIS to support long-term quality assurance. It aims to reduce repeated inspections and simplify documentation for manufacturers with a strong compliance track record.

Purpose of BIS Scheme X Certification

The Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, enforced by BIS and the Ministry of Heavy Industries, covers products like pumps, compressors, cranes, rotary electrical machines, transformers, and switchgear.

Effective Date: Originally from August 28, 2025, now extended to September 1, 2026.

This order excludes:

  • Machinery already certified under another BIS order (Section 16, BIS Act 2016)

  • Equipment certified under CMVR Rules by MoRTH

  • Export-only machinery manufactured in India


What is Omnibus Technical Regulation?

This regulation was published through a Gazette Notification on August 28, 2024, to standardize safety and compliance for machinery and electrical equipment. It applies to:

  • Complete machines

  • Assemblies and sub-assemblies

  • End-of-line equipment

Exceptions apply to:

  • Products already covered under other BIS orders

  • Indian-manufactured goods meant for export

  • Construction equipment covered by CMVR rules

  • Type B: Specific safety features and devices (as per Second Schedule of the OTR Order)

  • Type C: Machinery-specific safety requirements (as per Third Schedule)
